So. Currently I started as the count of moskva now i am the prince of muscowy. I am aiming to form the kingdom of rus. however i can form lithuania right now. would it be advisable to do so? I want to be known as the King of Rus not lithuania. Is there anyway to change your primary title? Maybe give it to an opm vassel then re-annex them?
 
Once you form K. of Rus, just give your heir the kingdom of Lithuania title and once the current king dies, both Kingdom titles will be yours and under Rus.

P.S. You do know to save and reload the game each time your title changes?
 
You can also edit your savegame, there's a thread about it somewhere. I'll look it up, and will post it here when I find it.

Edit 2 - To help you out a bit, this is what I would do:
- Create kingdom of Lithuania;
- Create kingdom of Rus when you can;
- Edit save like above. You'll have to find out what the exact tags are, but they'll be on your character on the save file.

What's wrong to be King of Lithuania?

Perhaps Lithuania's capital site is disadvantageous? Or Rus' capital is just that much better?

As far as the actual question, I believe if you made your heir Prince of Muscovy, then the capital would move there once he inherits Lith, though I haven't actually tried this myself...

Unless you just want Rus' flag, then ingore all of this and go with Galliun's post.
 
Deff go with Galliun I had the same issue with Wales. I wanted to be king of Ireland and had either conquored or inherited wales. So I created Wales to get the extra bonus and then granted it to my heir after i had created ireland. Worked out really well for me

Would he have a claim on Lithuania, though ? It would put a dent in your plan but not ruin it completely :)

The odds of getting excommunicated atleast are alot smaller when the scenario is somebody going Moskva > Muscowy > Rus.
Usually they're Orthodox and it is my experience that not being catholic helps with avoiding excommunication.

...Doesn't prevent the other bad stuff like an heir getting depressed and not siring any children like in my current game though =(
