Character stuck travelling after completing tax collection contract

Description​

Start year 1066. After fulfilling a tax collection contract in southern Anatolia, I am stuck travelling. I can not relocate the camp or raise an army as other have suggested, because I am travelling. Cannot wait for contract to time out as it was competed. It doesn't seem to be every tax collection contract but one or two that pop up in Southern Anatolia. Particularly in the Themes of Kibyrrhaiotai and Kilikia. Its happened back to back on new characters and fresh starts.

Steps to reproduce​

Began game in the Kibyrrhaiotai theme, took two contracts with one being a tax collection that worked on the right side of the theme. Then moved left to fulfill third contract that was another tax collection. Contract goes fine, complete the contract. But afterwards I am stuck at the location travelling unable to leave. The screenshots are from a new game where upon the second tax collection contract the issue occurred.

Not just that, but also certain characters will get stuck during travels, period.

You can't move them without either imprisoning them or do some shenanigan with consoles to force them to be in a county. However, this never happened to me personally.
