A cheater's list doesn't appear to be against the rules, exactly. You aren't necessarily being disrespectful of other users or starting a flaming match; it depends on who you're saying it about and what language you're using.

"Other identifying characteristics are boastful and '1337' language. His playing style includes a desire to play not just ahistoric but fantastic scenarios such as 'I want to play NatSpain and go Comintern'. He has no regard for his fellow player and may perform such acts as waiting for all players to complete their opening adjustments on start up and unpause, then DoW the Soviet Union so that it receives the GPW bonuses and the game must be aborted to avoid giving it such an advantage."
That's a profile and testimonial on behaviour. It might be useful, but only because it's an extended experience with one particular individual. There are stereotypes, such as the boasts and the 1337 language, that might be a tip-off of any jerk (I'm not talking cheaters here, jerks are quite capable of ruining games. In my opinion, they're a much greater threat because it takes intelligence to cheat and that's a little less prevalent). But that's not useful in a "Bad Player List". You need to have a profile.
If you just throw out names for players to screen against, the jerks will switch. They usually do anyway. What's worse is that they may choose to start using the names of others. "Billy Bob" could be used by coincidence. Why should he be penalized for his nom de plume? And if Justin takes my name (I don't do pick up very often and I'm generally clear-spoken, btw if you ever find a questionable 'Brasidas'), why should my name go on a bad player list?
If there were a lot of clearly identifiable 'Bad Players' out there to post about, I could see a use for such a list. But I don't think that there are or that there is much of a use.
