Chefs don't prepare the meals, operating the sink (after SNEEZER-Update)

From steam-discuss:

do they have "Eat" in their regime?
does the kitchen prepare food for them?
is the food delivered to a canteen?
does "bring food" task appear in their cells? (try opening items menu and selecting all the area of the cell with Ctrl button pressed to prioritize any tasks)
do you have enough guards to serve as room service?

I've a similar prob.
1.) The Regime has EAT
2.) The Kitchen has cookers, power and food in the fridge
The chefs want to cook (you can see it in the job-tab), but it never goes in progress, still in queued. The same the chefs want to operating the sink, still queued. But the chefs have nothing to do in kitchen. If there are prisoners to work in the kitchen, the prisoners do all the work (cooking and operating the sink)
3.) The chefs delivered to canteen the food (if cooked by prisoners)

Same here.

Dirty trays are also moved from the staff-kitchen to the sink, but no chef ever operates the sink.

No mods are active, and the prison is very small. The only things left in the job-queue are "Move ingredients to cooker" and the washing dishes.

- It worked when I launched the 32-bit version of the game (weirdly enough).
