China can't form a power block

Description​

At the start of the game China can't form a power block. There are no tooltips on why only that 'Can form a Power Bloc' is not ticked. Debug shows 'BUG: country_can_form_power_bloc missing perspective. Could not find parameters for Pronoun 'first' Negative required 'false'.

The actual cause of inability to form it is the country being (starting) as an isolationist. Forming it is possible once the laws are changed. Not game breaking but hairpullingly enraging trying to figure out the reason blindly
