Chinese civil war event.

I have two things about it:
1. Where is it? I cant find it in the event file of China.
2. What are its condidtions? Because I have got this (pic) perfectly divided China, both are puppet of the USA or SU. And this event makes WW3 starting a month after WW2 ended, it is a bit of this world's Korea, so I think it shouldn't happen under certain circumstances.
