Yes, I play as Republic and use the function "Appoint dictator" on the character interaction screen. The achievement doesn't work when the term just ends, the dictator has to someway stand down voluntarily. I don't see any button to end his term before it ends. I read that an event can happen if a war ends and popularity is low, but what exactly is low and is there anyone who saw the event? Maybe I will read about it in the wiki if I know its name.Are you in a Dictatorship (Monarchy) or is the Dictator appointed in a Republic? The Cinnicatus achievement is for having a Republic Dictator stand down at the end of his temporary dictatorial term, not for having a Dictator (Monarch) stand down, which AFAIK isn't possible.

Dictators should step down when their term or the crisis (war) is over. The achievement doesn't actually require a dictator to step down through any special means - it just requires you to appoint one and have them stand down, i.e. the default outcome. afaik it's bugged. Roll back to 1.5.3 and you should be able to get it.I tried this:
1. Appointed a dictator with 27 popularity. Is it low enough? I think, yes
2. Ended a war
And there was no event with stepping this dictator down, also no button somewhere to do that. I still don't understand how this achievement should work.
