After my STEAM account was compromised I've tried multiple times to play Cities Skylines.
I am beginning to think somehow the game itself is corrupted somehow. I have tried the "NoWorkshop" command and it does not make a difference. It will install all the files and verify them. But as soon as I go to start it. It hangs for a few seconds and then it quits. It doesn't even generate a crash report. ANY HELP WOULD BE APPRECIATED.

Please gather both these two informational files, and attach them here:

...\Steam\steamapps\common\Cities Skylines\Cities Data\output_log.txt

DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

IF dxdiag.txt fails to attach here, rename it to dxdiag.log , or zip it up.

The command is exactly: --noWorkshop

If you use this command and also use mods, you may prevent your city from loading, as some mods need to be in-game for the city to load at all.

But I first would recommend that you remove the --noWorkshop flag so you can use mods.

Go to "content manager" then savegames, find your saved game and click the "Subscribe All" button, to make sure all workshop is available to you in-game. You may have to "subscribe all" a few times, as Steam limits you to 100 subscriptions at a time. You may have to exit the game each time, to be able to subscribe to the next 100 workshop. rinse and repeat until it shows zero items available.

If that fails, then do as AndrewT says and pray he can fix it! LOL
 
It doesn't even load the launcher.
In that cause you probably don't have a game issue at all, but a launcher bug. They are separate and unrelated apps.


You can bypass the launcher by following these instructions:

- Download the attached cities.bat.zip file
- extract from it cities.bat
- Place the .bat file in your game's Steam folder (In the same place as your cities.exe)
- Right click the game in your Steam library
- Go to properties
- Select Set Launch Options
- Copy and Paste cities.bat %command% into the input box
- Select Ok
- Run the game

Sorry, what is stuck half way through an update? If you mean the launcher, that process I gave you bypasses the launcher entirely.

If you mean the game, please attach the game log I asked for before, thanks.
 
Not the launcher. The game itself(it started an automated update). It is a saved game(not mine) that has taken a long time to download(I don't have a very fast connection)
Even so. after I did the first update the game never worked. Then it did another automated update and it is now stuck. Before all this I reformatted the drive that my Steam folder is stored on and begun re-installing the game. After I installed it the updates started and that's how I got stuck on this one spot.
 
Please try a **clean** reinstall:

- Remove the game from Steam (uninstall)
- Manually delete all these files and folders, if still there:

...\Steam\steamapps\common\Cities Skylines\
...\Steam\SteamApps\workshop\content\255710\
...\AppData\Local\Colossal Order\Cities Skylines
(first move the /saves/ folder elsewhere to keep your save games)
(To see the AppData folder you'll need to enable View Hidden Items in File Explorer)

- Install the game again and see if it runs now.
