Please explain your issue is in as much detail as possible.
I bought the game for my Xbox one X where it runs in 4k.

Now I have a Xbox series x and the game only runs in 1080p.

Can you replicate the issue? If yes, please explain how you did it.
play game on Xbox one first and then play on Xbox series x

I have exactly the same problem.

Same here. I own a One X and Series X, have the game installed on both and One X is running in 4K but Series X doesn't. I reinstalled it on SX but no changes so far. It's certainly something around 1080p, maybe even less. I guess there is simply no OneX enhancement on Series X at all, it is practically the Xbox One version or Xbox One performance, at least that is what i assume. There are quite some SX gameplay captures available on YT made by skycaptin5 e.g. which are running in 4K natively, so it should be possible. But for some reason it is not in some cases.

btw Stellaris is not running in 4K either on my SX. Both games are supposed to run in 4K easily on SX if you ask me.

Seems to be resolved after Patch 12.0 which has been released today. ~4K resolution with 60fps is now possible on XSX. There will likely be some drops in resolution and / or framerate in very or extremely large cities, has to be tested yet. But anyways, i'm very happy Paradox probably reacted to this issue.
