Cities: Skylines - Industries DLC locked out

Expected Result​

Industries menu selection panel should allow use of industry buildings

Actual Result​

All buildings for industries (resource development) are black regardless of achievement level

Steps to reproduce​

Build city to any achievement level up to any point from 440 onward and no resource buildings are available. This happens on all of the Industry maps

Here is what I am seeing even after 'painting' a district on the map

you zoomed in way too close to see your city and stats.

Also, you need to paint an "Industries DLC" zone, the far right side, (the far left side is for base game industry zoning). Then it unlocks the main buildings that you use to designate as Forestry (or whatever type industry you want.)

The suggestion above did not work. It looks like the DLC is active, at least installed, in Steam from the library. Here is a view of the entire city. The district in the lower right is the industry district for processing forestry products. The was still no change in the Industry selection menu.
