Items unlocked but not in the build menu

None, playing on PS4.
Please explain your issue is in as much detail as possible.
I play with no cheats on and when I get to Boom town it unlocks a wave generator but, it's no where in the build menus. I went through all the tabs just to make sure. I haven't noticed any other items having the issue. Although I haven't unlocked all of the levels of population yet.
Can you replicate the issue? If yes, please explain how you did it.
Just start a new game and play until you get to Boom town.
