I downloaded the game from Steam. When I press play, the paradox launcher opens, but it freezes at the paradox interactive text. Is there anything I can do?

The launcher itself freezes, you never get to the game? Is that right?
You can bypass the launcher by following these instructions:
Download the attached cities.bat.zip file
Extract from it cities.bat file
Place the .bat file in your game's Steam folder (In the same place as your cities.exe)
Right click the game in your Steam library
Go to properties
Select Launch Options
Copy and Paste cities.bat %command% into the input box
X out of that screen
Run the game
Sorry for that problem!

I think it's true, I'm not exactly sure, I'll try it and get back to you, thank you.
That looks like the game, not the launcher. Is that right, you got to hit PLAY in our launcher THEN that shows?
If so Please gather both these two informational files, and attach them here:
...\Steam\steamapps\common\Cities Skylines\Cities Data\output_log.txt
DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

The problem was solved by deleting all DLC and workshop items and reinstalling them. thank you
