Cities: Skylines | not working for the ps4

Hi everyone, so I bought Cities Skylines for the ps4 and it was downloading for a long time. I click the game and the start button was there. So I click the start button and it give me a message saying " the game is not here Do you want to go to the store ?" I cheek everywhere and so far I tried everything. I turn off and on my ps4, I check my internet, and I even rebuilt my ps4 server, still nothing. So dose anyone have any advice on what to do?

All I know to do on consoles is this:

- uninstall the game from the PS4

- clear the PS4 cache and game files (save game data)
