Garbage trucks not staying active

What is your game version?
Playstation 4

What expansions do you have installed?
After Dark, Snowfall, Natural Disasters, Mass Transit, Green Cities, Parklife, Industries, Campus, Sunset Harbor, Airports

What mods are you using?
None

Please explain your issue is in as much detail as possible.
Garbage trucks go between 0 an 1 and there is no road restriction

Can you replicate the issue? If yes, please explain how you did it.
It just appears every game load new or old

Such problems are always due to city design issues - the truck spawns, cannot find a way to its destination in good time so de-spawns.

If you post screenshots of your city, including some with the traffic filter on, the gameplay experts here can probably help you with that.
