Skylines PS4: University City: Residential 3x3 and 3x4 Building Level Upgrade Issue

What expansions do you have installed?
After Dark, Snowfall, Natural Disasters, Mass Transit, Green Cities, Parklife, Industries, Campus, Sunset Harbor

What mods are you using?
No mods. This is the PS4 console version.

Please explain your issue is in as much detail as possible.
I am trying to build a residential area with King Leno's University City content creator pack installed but I seem to be having issues with the 3x3 and 3x4 residential buildings not upgrading beyond Level 2. They move into the Level 3 zone (blue bar) as expected but when they reach the end of the Level 3 progress they go back to Level 2 so the building style never progresses. I have the buildings in a district area with the University City theme enabled. This district is also within a Campus area containing a Level 5 university. Other high-density residential properties in the same district have upgraded to level 5 without issues and University City buildings 2*3 in size have also reached their maximum level 4.
I really like the Level 4 3x3 University City residential buildings from King Leno and wanted to create an area of these in my city but they don't upgrade beyond Level 2 even though all the residential buildings around them have reached their highest level?
I am not sure if this is because there are no Level 3 University City Content Creator Pack buildings at the 3x3 / 3x4 size (according to Paradox Wiki) which causes a game mechanics problem but I wonder if one of the support team could pass this on?

Can you replicate the issue? If yes, please explain how you did it.
Yes, it is an ongoing / permanent issue regardless of which map / district / city I have tried.

To my knowledge there is no district style for King Leno's content creator. They will just spawn anywhere where there is residential zones.
Are you providing enough services, police, hospital, fire and whatever else you can provide?

Hi. Many thanks for your response. Yes, King Leno's 'University City' district theme when applied to a painted district area means all low density residential buildings spawn from the University City content creator pack. My residential district area is right next to an elementary school, high school with good police, fire, health and death care coverage. High density residential in the same area progresses through the upgrade levels fine and have all reached level 5. However, as mentioned above, these 3x3 and 3x4 residential buildings progress towards level three and then reset back to level two and the cycle continues. The 2x3 UC residential buildings upgrade fine from level 1 to level 4 at which point I need to mark them as historic to prevent them changing to default / vanilla level 5 residential buildings. I hope this helps.

Yes, that makes perfect sense. I did wonder if this was the case. There are no L3 3x3 / 3x4 buildings in the UC content creator pack. It's a shame they can't make one of the existing L4 buildings a L3 which will then provide a building level-up path from 1 to 4 for these sizes. The interesting thing I seem to have noticed is that where there is an upgrade path from L1 to L4 for e.g. 2x2 or 2x3 buildings they upgrade fine through the levels but if you don't mark them as historic they can upgrade to a standard vanilla L5 building at the end.
I imagine this may be a console limitation we will have to live with. I have resorted to only putting in 2x2 and 2x3 buildings where I want a district of this style - shame though - especially as you pay for something and can't quite get what you had hoped.
