Ps5 when painting a pedestrian area costs for parks go sky high, thousand of dollars without building anything in/on it

Please explain your issue is in as much detail as possible.
When painting a pedestrian area, costs/budget for parks are going sky high without building anything in it. So it is impossible to be profitable when creating pedestrian areas.

Can you replicate the issue? If yes, please explain how you did it.

I think it's working as intended - pedestrian areas are the most expensive ones in the game for sure. Once you start building things it evens out eventually
