This machine only has an Intel video system, which is not supported hardware for this game. That's why you need to use DX9 with it.

The newness of the video card has nothing to do with it, it's the capabilities of it.

That said, looking again at that log file we see no crash in the game as such. There is one unusual error right at the end, so try a Steam Verify operation against the game - does that find anything to fix?

I tried file verification multiple times but hadn't changed anything. Also, I deleted all game folders in the Steam and AppData directories and did a clean installation afterward, but I still had the same issue running the game on DX11.

Then I guess this video hardware (or its driver) is lacking some feature the game needs to read a file in DX11:
FormatException: Invalid Image Format: failed to load
at (wrapper managed-to-native) ColossalFramework.PlatformServices.PlatformService:RunCallbacks ()
at ColossalFramework.PlatformServices.PlatformServiceBehaviour.Update () [0x00000] in <filename unknown>:0

The developers can comment (probably in a few weeks' time as it is the winter break now) on whether this is likely to be addressed in a future update, but as it is technically not supported hardware I rather doubt it I'm afraid!

Using DXVK seems to solve the problem, no graphical bugs so far, the game runs with stable FPS and doesn't crash anymore.
Since it is not a multiplayer game and there is no anti-cheat software I don't mind using it but it would be great if it was officially solved.
Thanks for all the help @AndrewT, hope the devs will look into the issue soon.

Loading 'previewfile_2905563721.gif' for 2905563721

The issue comes from workshop item 2905563721 using a .gif file as a preview image, which is not supported. I recommend you unsubscribe from this item to avoid the error and the issues that come with it.

Hmm, only other thing it could be then would be the preview image on the panel on the right. You should be able to disable it with the -noWorkshop launch option to see if that solves the issue.
