I understand the problem is that you press play on Steam but the launcher never appears, right?
If so, please try the steps in this post:

I'm not clear what we're looking at in that screenshot, it appears to be the contents of cities.bat ?

What does that Korean text say please?

The steam error message is that cities skylines process start failure and i'm not sure about middle of sentence , and the screen behind the error message is cities.bat file and i think the error is about cities.bat

I can only assume that we have not done the process in post #2 right or fully.

Here it is in another way:

Download the attached cities.bat.zip file
Extract cities.bat from it
Place the .bat file in your game's Steam folder (In the same place as your cities.exe)
Right click the game in your Steam library
Go to properties
Select Launch Options
Copy and Paste cities.bat %command% into the input box
X out of that screen
Run the game

The folder in that screenshot is where cities.bat should go, yes. But I don't see it in there.

And did you do this?

Right click the game in your Steam library
Go to properties
Select Launch Options
Copy and Paste cities.bat %command% into the input box
X out of that screen

With the steps in post #6 above in place, the launcher is no longer involved, so it's failure to update is irrelevant.

What exactly happens now when you hit PLAy in the Steam Library for this game? If you see the launcher still, we've done something wrong.

Can we see screenshots of bities.bat in the game folder AND of the Launch Options page in Steam.

And now i started the game without bities.bat and there is steam runtime communication error,
and there is a database error message

and there is also error if i click the plat or play again button, error message says that unknown error from steam

Somehow your cities.bat is a folder, not a file.

I wonder if you have just renamed cities.bat.zip to cities.bat ? If so that will never work, you have to EXTRACT cities.bat FROM the cities.bat.zip archive . It ought to be a simple text file with this in it:
start Cities.exe %command%

Sorry for the late reply
I tried running the game, but it says an error occurred during the update.
(missing executable)
What should I do?

Again, it looks like you have placed cities.bat.zip in the folder where cities.exe is. You need to extract cities.txt from it and place that there.

It didn't work and it isn't a simple file
I extract the cities.bat.zip and the result is these

That cities you see there will be cities.bat , you must have File Explorer set to hide file extensions.

Move or copy it to where cities.exe is and that should be all you need to do now.

cities.bat there looks like a folder not a file. I've seen one other case like that, I don't know how that happens.

Did you extract cities.bat.zip to find the file inside it cities.bat? Or just renamed the .zip file?

I can't read most of those screenshots (I can only read English) but I think I'm right - you are just renaming cities.bat.zip to cities.bat , which will never work.

You need to extract cities.bat FROM cities.bat.zip by double clicking in it in File Explorer. THEN copy or move cities.bat to where cities.exe is. You may need local help !
