Game Crashes When trying to load city or during play

Big City 25 tiles, city vitals watch, harmony 2.2.2-0, network anarchy 3.2, parrallel road tool, toggle it, and all the built in mods

Hi,
When loading the game to the menu there is no issue. When trying to load a new game or load a savefile it very often and consistently crashes. The crash occurs usually when the loading bar is almost complete. I sometimes get a crash report in the game folder in file explorer, sometimes not.
Additionally, the game crashes when playing, seemingly arbitrarily.
My computer has an AMD Ryzen 2600 with 16GB ram, and a 1070 ti with directx11. I am running windows 10. My graphics drivers are up to date, but the issue has been going on for a long while now and I have updated my drivers many times since the issue began.
Can you replicate the issue? If yes, please explain how you did it.
It crashes consistently. I replicate it by trying to play the game.
