Harbor-bus-monorail hub bus stop doesn't work

What expansions do you have installed?
After Dark, Mass Transit, Green Cities, Parklife, Industries, Sunset Harbor
What mods are you using?
Multiple, but problem persists without mods
Please explain your issue is in as much detail as possible.
Passengers arriving/departing the hub via bus don't use the integrated bus stop. Passengers instead walk to the next closest bus stop. The hub stop shows 0 passengers.
Can you replicate the issue? If yes, please explain how you did it.
