Industry DLC Bug Still Causes Mass Importing After It Was Patched

What is your game version?
1.16.1-f2

What expansions do you have installed?
Mass Transit, Parklife, Industries

What mods are you using?
NONE

Please explain your issue is in as much detail as possible.
Whenever I place a production building or a warehouse, the game imports a large amount of trucks to fill it causing me to lose money and making traffic jams. The patch notes said it was fixed but it still persists even without mods. This bug has been around for months now and I can't play to the full extent that I wish to

Can you replicate the issue? If yes, please explain how you did it.
Yes, it happens every time I place a new industry building even on separate cities

It's expected that storages import initially when set to Balanced or Fill. The issue that was fixed caused storage buildings to order significantly more resources than they could store, resulting in trucks having to return with a full load. Are you still seeing that happen?
