Infinite loading on loading screen

What expansions do you have installed?
Mass Transit, Industries, Sunset Harbor
What mods are you using?
Non, or rather, I used some old, but when the problem accured, I uninstalled the game, deselected all mods, but the problem remained.
Please explain your issue is in as much detail as possible.
My problem is much like this problem: https://forum.paradoxplaza.com/forum/threads/cities-skylines-steam-infinite-loading-on-loading-screen.1545484/. When I try loading a new game, the loading screen's loadings bar will fill, but the game will not load, and the bird will keep spinning. I got the problem after installing the game on a new computer. Doesn't seem to matter if I select another map than before.
Can you replicate the issue? If yes, please explain how you did it.
