No bus lines serve the bus stop yet it appears with people waiting for a nonexistent bus line

What is your game version?
1.16. 1-f2

What expansions do you have installed?
No expansions installed.

What mods are you using?
No mods on 2nd try.

Please explain your issue is in as much detail as possible.
When I was looking around my city, I have realised that are people waiting for a bus at a stop in which no lines are serving it. When I disabled every single mod I could do and restarted the game, the problem is still there.

Can you replicate the issue? If yes, please explain how you did it.
I am unable to do so.

Disabling mods does not remove effects they have already had on the city.

I have checked the mod list and none of my mods are there. Also, when I tried to use the directory you gave me, it only gave me an error message.

Something munged the path I gave you, it should be

…\Steam\steamapps\common\Cities_Skylines\Cities_Data\output_log.txt

But Windows search is hopeless, best to get there via navigation in File Explorer instead.

There are some mods in use there. In your Steam Library right-click on this game and choose Properties. In the Launch Options line, paste this in there:

-noWorkshop -disableMods

Could you direct me to where in the city citizens are stuck? I wasn't able to find it looking around the city.

I did notice that your city has a LOT of bus stop. You do not need a bus stop on every section of road, citizens will happily walk several blocks to get to their destination. You also have a lot of buses on your roads which are not helping traffic and likely causing some issues for service vehicles reaching buildings in time. I would recommend you remove a lot of your bus stops, have something like 1 per 4-5 bus stops you currently have.

I have zoomed out and it should be somewhere over here. Some areas outside of the highlighted area also have this same problem but this section should be what I was referring to.
