Paradox Launcher v2 Setup Wizard ended permaturely

Please explain your issue is in as much detail as possible.
I have just downloaded Cities Skylines from Steam and when I try to run it, installer tries to install launcher but gives an error.

I've tried:
1. deleting files from AppData
2. fully exiting steam
3. running steam.exe as admin
4. running game with cities.bat via game properties in steam
5. running Cities.exe as admin
6. running dowser as admin
7. running launcher-installer-windows via cmd

msiexec is not running in task manager
I have steam cloud sync troubles

Windows 7 64bit

Can you replicate the issue? If yes, please explain how you did it.

also I've tried
8. replacing files dowser, launcher-installer-windows, ThirdPartyLicenses from 2021.6-win-prod.zip downloaded from this forum

that was one of the first solutions I've tried.

You can bypass the launcher by following these instructions:

Download the attached cities.bat.zip file
Extract cities.bat from it
Place the .bat file in your game's Steam folder (In the same place as your cities.exe)
Right click the game in your Steam library
Go to properties
Select Launch Options
Copy and Paste cities.bat %command% into the input box
X out of that screen
Run the game
