Could you attach the affected save, please? Thank you!

Thank you for the output log. We will also need the save of the city where people aren't moving in though. :)

You may need to wait more than one minute.

And just having a residence zone is not enough; you need to also have a light commercial district, AND your rods need to be properly connected to the external road links, both incoming and outgoing, and to eahc other.

And finally, the game is paused when you start a new city - you need to unpause for time to progress.

Local saves are here:
...\AppData\Local\Colossal Order\Cities Skylines\saves
(To see the AppData folder you'll need to enable View Hidden Items in File Explorer)

Cloud saves are visible here:

You forgot to connect the water pipes in your districts to the water pump along the river.

You forgot to connect the middle water pipe to one of the other water pipes. all water/sewage pipes should connect together as one single piece.

You also forgot to connect the power line to the sewage pump, so sewage doesn't work as it doesn't have power.

Lastly, you made the road entrance into the city a one-way road, but sims can't get to the industry job areas as the cims can't drive there from the one-way road pointing the wrong way.

I find it best to always use two-way roads so traffic can travel in both directions.

Here's a saved game I minorly fixed, so you can hopefully compare and see what was changed and why.
