Please explain your issue is in as much detail as possible.
The ship transport option is greyed out despite every option for it being satisfied. I am trying to build the sea and sky scraper, but can’t even build a Harbor. Please see screenshot

Can you replicate the issue? If yes, please explain how you did it.

I have the same problem on xbox as well

Same exact issue. It occurred after the last update. I already have two cargo harbors in my city that were placed before update. So not sure what the issue is. I have access to the ocean line in my city. I am guessing it has something to do with the last update? Need a fix soon please!

Option came back this morning! I purchased more area (land tiles) and it came back. Not a perfect fix but it worked!
