The launcher cannot play a new game and cannot read the game

What is your game version?

What expansions do you have installed?
Green Cities

What mods are you using?
No modules

Please explain your issue is in as much detail as possible.
Open the launcher, enter the game, cannot play a new game, and cannot read the game options. Click it without any command response

Can you replicate the issue? If yes, please explain how you did it.

DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

That said, I see no problem in that output log to explain this! Has this game ever worked on this computer? Or never yet?

In that dxdiag we see this device:

Manufacturer: Huawei

Do you know what that is? Can you try removing or disabling it please?

And We can try this: In your Steam Library right-click on this game and choose Properties. In the Launch Options line, paste this in there:
-force-d3d9
