What mods are you using?
Not using any mods

Please explain your issue is in as much detail as possible.
Launch the game but it shows running and nothing open. Try to stop and relaunch, it just show stopping but won't get close. Only restart the pc can stop the game.

Try to reinstall steam & Cities Skylines but doesn't work.
Format the pc and reinstall everything then it launched and opened.
However, after I close the game and try to launch again, same things happened. (App running but not opening)

I don't use any mods btw.

Can you replicate the issue? If yes, please explain how you did it.
I just open the steam and start the game even try to run them as administrative.

You can bypass the launcher by following these instructions:

Download the attached cities.bat.zip file
Extract cities.bat from it
Place the .bat file in your game's Steam folder (In the same place as your cities.exe)
Right click the game in your Steam library
Go to properties
Select Launch Options
Copy and Paste cities.bat %command% into the input box
X out of that screen
Run the game
