vanilla commercial buildings texture not loading

What expansions do you have installed?
After Dark, Snowfall, Natural Disasters, Mass Transit, Green Cities, Parklife, Industries, Campus

What mods are you using?
none

Please explain your issue is in as much detail as possible.
the texture on commercial buildings doesn't load. the shape and geometry load but they look like glass both zoomed in and out.

Can you replicate the issue? If yes, please explain how you did it.
it happens on any city I have and every time I load it

Has this always happened since you've had the game? Or it was okay up to some point?
