Please explain your issue is in as much detail as possible.
when i try to start the game on steam nothing happens when i try to close it it keeps saying stopping tried everything think the launcher is broken idk

Can you replicate the issue? If yes, please explain how you did it.
have no ideas what happened

You can bypass the launcher by following these instructions:

- Download the attached cities.bat.zip file
- extract cities.bat from it
- Place the .bat file in your game's Steam folder (In the same place as your cities.exe)
- Right click the game in your Steam library
- Go to properties
- Select Set Launch Options
- Copy and Paste cities.bat %command% into the input box
- Select Ok
- Run the game
