No Radios

What is your game version?

Please explain your issue is in as much detail as possible.
None of the radio stations work

Can you replicate the issue? If yes, please explain how you did it.
No mods installed - nothing to disable - problem exists without any changes (this did at one point work)

Have they ever worked on this machine? Or never yet?

Is radio the only sound that doesn't work, all other sound in the game is okay?

In Options-Audio, are all the volume levels up to 100% ?

DXDIAG is a program you run from a command prompt or the Windows start menu 'run' dialog box (or 'search programs' in Windows 7 or later). After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.
 
Yes - it has worked in the past. All the other sounds work just fine - just not the radio stations. Everything is set to 100%. This game is installed via the Xbox Microsoft Marketplace - so it is not in the steamapps folder - it is a package app on Windows 10 I believe - so it should be sandboxed in the WindowsApp folder.

What change or update occurred between the last time it worked, and the first time it had this problem?

I see you have three sound channels using two sound drivers, and different ones are set as default for sound and voice playback. Does it make any difference if you change which channel or driver you use?
 
Those channels make no difference - since I can hear all the other sounds the game generates - just not the radio - I can even hear the static sound it makes when you change the channels. The only thing that changed was the need to update my Xbox Live login since the password had expired.

To see the AppData folder you'll need to enable View Hidden Items in File Explorer.
