Currently have 79 tourists visiting the Aviation Club and no achievement for surpassing 60 tourists.

What is your game version?
Xbox One

What expansions do you have installed?
Sunset Harbor

What mods are you using?
None

Please explain your issue is in as much detail as possible.
Couldnt get tourists to visit the Aviation Club despite Visitor attendance being in the low 100's... so, saved the game in a different slot, paused the time, bulldozed my 300k population City, set up a simple transport hub with Internation Airport, Rail, Motorway and Tour access around the Aviation Club with only a Space Elevator, set up a 2k populated village nearby and waited....
.... sat and waited...
Aviation Club current Visitors 87
Tourists Visited, 83...
Game is still going full speed as I write this and both numbers havent dropped below 80.

My issue I've passed the 60 required Tourists to the Aviation Club and no "Come Fly With Me!" Achievement.

Can you replicate the issue? If yes, please explain how you did it.

Have you ever taken out a forced loan with this city? That disables all achievements, I'm afraid.

Nope.
And considering I only have

1001 nights
Snowplough
What the...
And Come fly with me!

Left to get, I'm fairly savvy on what disables the achievements.

I don't know then, as you can see some players have this achievement so it is gettable and not bugged!

Have you tried saving, exiting, then reloading the save?
