Please explain your issue is in as much detail as possible.
When city goes over 35,000 people, the city garbage facilities stops sending out more than 1 truck and garbage begins to fill up. Road connections not a problem and traffic flow is green in affected areas. This was a bug on older gen and seems to be the same on next gen. Grid size Max 25.

Can you replicate the issue? If yes, please explain how you did it.
Grew City to over 35,000 and issue started randomly

That's odd. Have you made sure the budget is there for the trash collection and that your landfills are not full? I have not encountered this.

Yea its really annoying, literally after it surpassed 35k roughly, the whole map lit up with Trash signs and all the bin trucks went from 8-9 trucks per facility to only 1 :S

Increased budget to 120%, same issue, 150%, same issue.

This same bug happened on old gen but it was patched but it appears to be happening again on new gen

I've been playing since August 2018. I do not remember having a total failure of garbage services that was not my mistake.
What kind of garbage service are you using? How many? How much capacity? I only see maybe 1 in the picture, it hard to trouble shoot by a few pictures, which appears full. The road is red around it. The only red road I see.
If your traffic flow is running at 77%, where are the other red areas, flow looks to green.
I would connect the ends of your interchanges, game AI pathfinding does not like incomplete connections. I set budget 100-120% . I would triple check the road network and then check again for issues. Maybe a one way road reversed near your garbage service buildings, it's easy to do. Make a oops that is, not trouble shoot it.
