Describe your issue
Graphical bug that results in spikes and cones randomly appearing, plus random tearing at intersections

What is your game version?
12.1.0.0 (most recent version)

What expansions do you have installed?

What mods are you using?
None.

Please explain your issue is in as much detail as possible.
A new visual bug started appearing on Xbox & Playstation versions of Cities Skylines after a patch was released on September 21th 2022 to address issues with the new Plazas & Promenades DLC.

This bug causes:

1. Random spikes and cones to appear on the map, it originates from streets and standard pedestrian paths.

2. Random flickering in the roads affected by the spikes.

3. Random tearing and blue triangles around intersections.

I have all the DLCs & CCPs installed except for the Seaside Resorts CCP and the Radio Station packs.

I play on Xbox Series X with the most recent firmware. People over at r/CitiesSkylines are reporting the same bug on Xbox One, Playstation 4 & Playstation 5. PCs appear to be unaffected by this bug.

Can you replicate the issue? If yes, please explain how you did it.
It just happens, load a save and take a look around the roads in your city, you'll find it.
