My buildings are starting to develop and th n disappear straight away.

Please explain your issue is in as much detail as possible.
My industry areas are devilling buildings, but once they have finished the first stages of development they disappear straight away.
Also I’m left with large areas that don’t develop at all or I have gaps left where there should be housing, Industry or commercial development.
This has only recently started to happen but has effect cities that I have already completed.
Can you replicate the issue? If yes, please explain how you did it.
