"Office Zone Landmark" (DLC: "Plazas and Promenades"): not updating on building requirement

Please explain your issue is in as much detail as possible.
The "Office Zone Landmark" requires a number of 2,000 citizens working in an office within a pedestrian area to bei built. But the number of counted citizens stays at 0, no matter how many offices are built or have citizens working there. Changing the district (general office, wall-to-wall, high-tech, financial) does not make any difference.
Can you replicate the issue? If yes, please explain how you did it.
