Real cities give a lot of importance to this matter, so it seems to me at least surprising that until now, no city building game came up with the idea of introducing a municipal coat of arms and a city flag.
That would be a great individual feature: you design a city coat of arms, which is afterwards located in the middle of the user interface or can be seen on official tables or "documents".
The city flag would have a flagmast at all city facilities (city hall, fire department, police, library) and is there proudly waving in the wind.

This option would be selected directly after the first steps of a new city, for example, directly after entering the city name.
Both things, the coat of arms and the flag, could be designed quickly via a configurator working similar to a simple graphics program.
Monochrome, striped, transom, with heraldic figures (lion, eagle, dragon) or Latin mottos. Due to the many possible combinations would certainly ensure that everyone can make the flag and the coat of arms that best represents his city.

I would find - in addition to the naming of streets - a wonderful opportunity to make his city unique.
Certainly a "nice-to-have", of which I do not expect to see it in the first version of the game, but maybe for future DLCs or modders.

well it would fall under cosmetic dlc because its not going to effect the game in any way

It could also be bundled as part of a bigger DLC or free patch material.



Anyways, this would be a nice little flavor thing. You could use it too to represent a made-up country or world too if your city takes place in such a setting, as mine have.
 
They are quite important in some cities in real life. My city has a main castle, that year round except on occasions uses city flag instead of flag.

Otherwise they're not that important.
