I'm playing Rome and I've just beaten Carthage. They went into a civil war right away.

My tech levels are all at 7, the year is 541 AUC. (I changed citizens_to_rp to 2.4 to achieve this sane rate of progress).

When rebels of Carthage were spawned, they had twice better tech than that of mine (and of most AI factions), all techs of Carthaginian Rebels were 14. They shouldn't have it for next 60 years!

Meanwhile Egypt rebels that spawned in similar time were average tech 9 so still a huge bonus compared to everybody else on the map. And still 10-15 years ahead.

I think the code that's responsible for spawning rebels should be looked at.

I was just about to post about this myself. It's pretty crazy. Started a 474 game as Macedonia, in the mid 480s the Seleucids had a civil war. The main empire had a tech level of 0, but the rebels had 2 in all fields. The rebels went on to win the war. Now it's 518, and the Seleucids are having another civil war; the main empire is all 2s, the rebels are all 13 and 12. Maybe briefly after a rebel faction is generated its population is considered 0, thus leading to a massive acceleration in tech progress?
 
Can't check cause I'm at work but is there an easy way(like disable an event) to stop civil wars from happening? Such diff in tech could ruin a game so I'd rather disable them until it's fixed.

I sponsored original Carhage pumping cash into them until they won that war. I had 200 relations with Carthage. This is how you ruin your role-playing to circumvent bugs. :-(

King: Thanks a lot. Are you also looking at extremely low research rates of vanilla game? I had tech 13 in 680 AUC in my Macedon game with default citizens_to_rp=1. It's a huge thing.

I hope 1.2 comes soon fixing this and other civil war (and research!) problems.

We think the two are linked. So if we solve one we should hopefully solve the other.
 
One more thing to check out. It's not just civil war factions who spawn with insane tech levels. It's normal rebellions too.

Rome was annexed by Crete in my game and revolted from them with tech level 20 (while everybody is still at 8). I hope my army manages to get there before all the events upgrading their army fire!
 
The problem isn't the code that spawns the rebels. From what I can tell it spawns them with what the average technology at that point of the game should be, probly through some sort of table look up. The problem is that actual technology progress in the game is much slower then intended. So once they fix the research bug, this problem will take care of itself.
 
Amen to the uber slow research, especially if you do any kind of conquering, it's like the perpetual research decreasing, I'm not even sure how the guy got to tech level 7 at that point, when at that point, in my macedonia game, there weren't any civil wars anywhere, but the highest RP nation *Seleucids* had only tech level 4!
 
Level 20 is nowhere near to when I'm playing. It's 580 AUC here.

If its ony 580 AVC then I agree, there is a bug and it doesn't have anything to do with the year of the rebellion. At first I thought that it was just the issue of the research being crappy, like everyone else.

it looks like when rebels are created that the technology levels is getting double incremented in setup or tech level getting doubled up.
