civilized or not?

I've read the readme, and it says, if i don't have at least naval tech 40, I will be uncivilized, unless I am in the latin techgroup. My problem is:
I am playing Hungary, which is in the orthodox techgroup. My land tech is maximum, but my naval tech is far below 40. Will I be uncivilized in the conversion? This doesn't make sense...
Half of Europe is mine, so it would be rather stupid to see half of Europe gone uncivilized because of a damned naval tech...

No you won't it's either infra 5 trade 4 land / naval 40 you just have to have one of them

Personally I'd say that making it so that latin tech group is automatically the "civilized" nations is a bit deterministic, but then again, EU2 is sort of based upon determinism to some extent.
