Please explain your issue is in as much detail as possible.
Playing as the King of Saxony, I inherited the Holy Roman Empire by being elected. All of my councilors were fired, leaving an empty council, and I could not appoint them again because they were "recently fired".
Either my council should remain intact, or the old councilors should be removed from the council without opinion penalties.
Steps to reproduce the issue.
1. Load the save (as King of Saxony)
2. Kill the emperor, using the console if needed, so the player character inherits the HRE
3. Try to give the Steward position to the Count of Poznan again
