Please explain your issue is in as much detail as possible.
If the Khagan of Dulo dies, his empire-tier title is inherited by a courtier named Kormisosh Ezgil. His counties go first to his 4yo son, then to no character, then to neighboring independent rulers. Ezgil's only connection seems to be having a Dulo great-grandmother.
If the Khagan of Kabar dies, his empire-tier title is inherited by a baron-tier tribal ruler named Yavdi Kozar. This results in a khaganate ruled by a character with no nomadic counties and no "nomad capital" holding. Kozar's only connection seems to be that he's a realm ruler with high prestige.
Both cases seem to violate the rule that a khaganate should always be inherited by either (1) a vassal khan or (2) the character who will inherit the dying khagan's lower titles.
The Dulo case is especially bad because it results in counties temporarily having no owner at all, something that should never happen, but the Kabar case is just as baffling.
Steps to reproduce the issue.
1. Load the save
2. Use the console to kill the player's neighbors, Dulo and Kabar. Watch what happens to their titles over the next day or two.
