Hello,

I am currently playing as Jewish Khazars, starting the game in 867.

I was able to declare Nomad Invasions just fine. However, now it says I cannot declare an invasion because i don't have enough population, even though I am clearly over the 75% max population threshold (2,051,515 / 2,219,868).

I suspect it might have to do with one or a combination of:

- Some number overflow / underflow;
- Recently moving my capital from Antioch to Constantinople;
- Black Death appearing in the map
- Some faulty nomad building

Steps to reproduce the issue.
Since I don't know what caused the bug, this is what happened in my game since the last invasion:

- Start in 867 as Jewish Khazaria
- Expand until over 2,2M max population, razing every building along the way
- Develop population and population growth buildings
- Have the Black Death on the map.
- Have your capital in Antioch, then move it to Constantinople

I'm fairly sure it's an integer overflow issue. I reported it already a couple of months ago:

Didn't even get a response. Paradox doesn't seem to care about this (or other bugs I've reported).
Let's hope you have more luck, because this is preventing further play in one of the games I'm in.

So I guess the temporary solution is to declare invasion of all countries when you're near that value

(BTW, PDX Dev team, this does not count as an acceptable solution)
