"Since 2.8 (I think) higher-tier vassals (Kings) cannot grant Duchy-Viceroyalties. As a result a King-tier Viceroy accumulates Duchy-Viceroyalties throughout their life. This has two consequences:
1. The King-tier Viceroy's vassals hate them because of the "Too many held Duchies" modifier.
2. When your vassal dies all your other vassals suddenly hate you for the same reason and you're suddenly massively over your vassal limit.
The knock-on from this can be really nasty, it means more revolts, more malcontent councillors and (if you suddenly die) realm fragmentation. "
Most noticeable within the Byzantine Empire - certainly true for King-level Viceroys. When a King-vassal inherits a Viceroyalty he refuses to grant it to one of his vassals - not that he *can't* grant it out, playing as a Viceroy vassal I have been able to do so in 2.8 at least, it's that he *won't*.
Steps to reproduce the issue.
Have a King-level Viceroy vassal with Viceroys as vassals - wait until his vassals die.
