I'm playing as Estonia and have reformed the Suomenusko religion to have the Enatic Clans doctrine. From what I understand, what this should do is forbid me from granting minor titles to men, while allowing me to grant them to women. The former function is working fine, but the latter is not, meaning I can't give minor titles to anyone. This means that, as well as being locked out of the opinion bonuses offered by minor titles, I can't appoint commanders, which is an important component of successful warfare.
I can still appoint councillors, provided that they're women. This is how Enatic Clans should work, as far as I'm aware. The same does not go for minor titles, though.
I'm using a handful of mods: ~Infinity~ Play Non-Dynastic Heirs, Abdication Plus, Bastardry, Commander Trains You, Join all the Wars, Plot Assassinate Your Children and Three Doctrines Reform. I've tried loading the game without them but the bug persists, and according to the Steam forums it happens in the vanilla game too.
When I made a thread on the Steam forums for the game, someone put forward the idea that my realm's law on the status of women might not have been changed in line with the Enatic Clans doctrine, meaning that men are excluded because of Enatic Clans and women are excluded because of my realm laws. I'm not sure if this is the case without Conclave installed, but even if this is the case, I can't fix the issue without purchasing Conclave, and I'd rather not have to spend money to fix a bug.
I have, and am using, Sunset Invasion. That's not an option on the list of expansions so I'm letting you know here instead.
Please help.

No idea. If you want to try, I've included the save from right before I reformed the religion (it's the 843 one).
I've noticed that I can appoint one of my courtiers as a commander in the 843 save (she's my marshal in the 860 save). This isn't because the bug is absent, though; she's a shieldmaiden, so she's automatically allowed to be one.
