Please explain your issue is in as much detail as possible.
If you have a great work you can open the menu for it, go to the list of available upgrades, then select somebody else's wonder. As long as they meet the requirements for it you can then choose to build upgrades in their wonder. Your own character will be paying for it even though the owner's wealth is the one that needs to be high enough leading to the interesting consequence that you can pay for extra upgrades while already in debt, as long as the wonder's owner has enough money.
Steps to reproduce the issue.
Have a Great Work of your own. (e.g. Konark Sun Temple in 1337)
Go to the menu that shows available upgrades
Click on a province with an active great work outside your realm where the owner has enough gold to upgrade it. (e.g. Faiyum after letting the sultan there spend some time amassing gold)
Choose to build an upgrade you would like his wonder to have
