Please explain your issue is in as much detail as possible.
I am an independent emperor in possession of an active level 4 royal palace. The flat and percentage-based bonuses to retinue size are not accounted for in the game's calculation of my retinue cap. I have provided 2 screenshots demonstrating the presence of the royal palace, it's stated flat and percentage-based retinue size increases respectively, and the game failing to account for it in my retinue cap. More specifically, the retinue cap calculated by the game only takes into account my realm size, rank, and flat bonuses(+40) from a single level 2 training grounds building in my capital holding.

Same issue for me. I am continuing an old game (meaning no historical great works are in my game) and I am not getting the retinue boost from my new palace.
