The mod is Patrum Scuta. Cosmetic only
When you go to the vassal levy and check the tooltip it mentions "crown laws" for many vassals. But it's not all of them. Originally I thought only dukes and counts are bugged (while kings are fine), but checking this with the HRE it's correct for some of the dukes. I can't see a system here. It's not about de jure territory
This would be correct without Conclave. But Conclave replaces crown laws with realm and obligation laws. The ones that show crown laws also don't take the opinion into account
Steps to reproduce the issue.
Start as the HRE or ERE to have a large number of vassals. Go to the military tab and check the vassal levy tooltips
