8 years ago, I began supporting my tributary in his civil war. I can't say how quickly I got us to 100% war score, but he is getting the all-holdings bonus.
I wonder if this is a bug. If it is technically working as designed, I feel that there should be better reporting as to why this war has continued for so long, and perhaps there should be an eject button on this and other stupid wars.
I say that it might be technically working as designed because I've noticed that in some wars (though I haven't noticed a pattern on this), you could have a 100% war score and still not be able to achieve peace because of some asinine rule that says that if anyone outside that specific war controls any properties, the war cannot be terminated. (As that goes, like I said: that's kind of an asinine rule, considering the results.)
Meanwhile, I'm stuck in a war in which I'm not even a primary belligerent, and I'm seeing one holding that is controlled by a third party: Temple of Nunes in Castellon. But can I redeem it from that third party so that we can end this stupid war? No. I can sit on it all day, but no siege happens. And is the primary belligerent going to take it someday? I don't know; does he have the incentive and the means to make it happen? The means? He has an army that could take it. But in order to make that happen, either my tributary or his rebel's enemy would have to declare war on one another, and we both know that's not happening.
Steps to reproduce the issue.
1. Trigger a civil war as liege.
2. Wait for someone (party X) to declare war on your rebel, and do not declare war on party X.
3. Wait for party X to take some property from your rebel.
4. For as long as party X is waging war on your rebel and has at least one of your rebel's holdings, attempt to sue for peace, but see that you can't click send because party X controls at least one holding. (Bonus: This is the only way you'll ever see that this particular rule is a problem, and thus no other party will know what's going on, and even if they did, they can do nothing about it.)
