(EDIT: Issue successfully reproduced while all expansions were de-activated using the CK2 launcher, and also when uninstalling all expansions in the Steam launcher.)

Do you have mods enabled?
No

Please explain your issue is in as much detail as possible.
The issue appear in three different ways:

- When selecting a province to see its holdings, the golden toggle for displaying the Great Work view is only present for provinces with a pre-existing (historical) great work.
- Upon launching the game, other provinces do not initially have this toggle (and thus possibility to see or build Great Works).
- It is though possible to make it appear for every province by selecting once a province with a historical Great Work; the toggle for the Great Works view will then appear for every province on the map *until the game is closed*.
- When a province has no great work, clicking on the toggle for the Great Works view (if there is one) never make its "holding" icon appear.

As a result: new Great Works cannot be constructed, despite the corresponding Game Rule allowing players to do so.

Also: opening the Extended Province view for a province with any historical Great Work will anaesthetically move the toggle for the Great Work view away from the Province view.

Steps to reproduce the issue.
1a - Play on Ubuntu 18.04.02
1b - Optional: de-activate Conclave, Way of Life, The Old Gods, Legacy of Rome and Sword of Islam (which are the non-cosmetic DLCs I own as of today and with which I also tested the issue). The issue will appear nonetheless.
2 - Start a game with any playable ruler and any start date
3 - Choose default game rules, and in particular "On" for the game rule "Great Works"
4 - Click on any province without a historical great work (there should be no toggle to open the Great Work view)
5a - Click on a province with a historical great work such as Rome (there should be a toggle for that province)
5b - Optional: For that province, try clicking on the golden toggle to open the Great Work view (the holding icon should appear, and it should be clickable)
5c - Optional: For that province, open the Extended Province view with the Great Works view being close (the toggle for the latter will move away from its original place to the right)
6 - Click back on any province without a historical great work (there should also be a toggle now)
7 - For that province, try clicking on the golden toggle to open the Great Work view (the holding icon will not show up)

The bug here is that the button is still there when you go back to the first province. The toggle button shouldn't be there if there is no Great Work in the province (as there is nothing to toggle).
 
Looked into the issue now.
The issue with the button staying I had already fixed so that should be in the upcoming patch.
The issue with the button becoming misplaced is due to The Reaper's Due not being active as that DLC changes how the extended province view looks.
I've fixed that issue as well but can't guarantee that the fix will be in the upcoming patch and might instead be in the next one.

And to be clear with how it works; only provinces that have a Great Work will have the big display in the province view.
for building new ones, the Great Work button next to "Raise Fleet" should be used.
