Please explain your issue is in as much detail as possible.
I am a nomad ruler of the Mongol Empire attempting to declare war on another (much smaller) nomad ruler, and my Pragmatist council members oppose the declaration because they believe "the opponent is too strong for us to take on".

I am a Mongol Empire with 80+ counties and 15,000 horde troops. The enemy is a three-county nomad with 500 troops if they are lucky. Clearly, this is a bug.

Steps to reproduce the issue.
Load the save game and try and declare war on Khagan Itakh 'the Brute' of Itaid, located to the southeast of the centre of the Mongol territory.

WAD - attacking would trigger the whole defensive pact against you to join the war on the other side. As long as the defensive pact is stronger than you, pragmatist advisors are - and should be - against attacking. :)

Except I can easily defeat the target and force the win before the defensive pact so much as musters their troops.
 
Then put glory hounds on your council! ;-) Pragmatists just look at overall strength, not strategic considerations of why you'll win anyway if you're fast and bold enough.
